Acts repeatedly lays out for us the Triumph of the unhindered Word of God even in the most dire of places under the most intimidating situations. Theophilus is not the only one who needs to sit in and listen to Paul defend the faith – We all need this too, because its precisely the same kinda of situation as we find ourselves when we are called upon to be witness for Jesus Christ. We meet the same characters and challenges (though a different scale perhaps) – and we will be greatly encouraged to understand through this that all whom God has called to himself will be saved!
